I'd cut your losses on it and move on. It's frustrating but a common thing with trades, unfortunately. 
They obviously have no interest in following through. If it's a design trade, tell them that you're keeping the rights to the design and they can go suck an egg. A year is a long time if you've reminded them enough and they're going off and doing other things.
